The rapid advancement of artificial intelligence (AI) presents trans-formative opportunities for fostering inclusive learning in international higher education. This conceptual study examines the intersection of AI technologies and inclusive pedagogy, exploring how AI-driven tools can address the diverse needs of learners across linguistic, cultural, cognitive, and physical dimensions. Drawing on interdisciplinary literature from educational technology, accessibility studies, and global policy frameworks, the paper proposes a three-dimensional conceptual framework positioning AI simultaneously as a pedagogical tool, a learning environment, and a system-level catalyst for equity. The framework con-sists of three interdependent dimensions: (1) Functional Dimension – employing AI to enable adaptive learning, assistive technologies, and collaborative learning; (2) Experiential Dimension – using AI to create immersive, interactive, and cul-turally responsive digital learning spaces; and (3) Equity Dimension – promoting inclusion by addressing systemic challenges such as algorithmic bias, the dig-ital divide, and ethical concerns. By integrating these dimensions in a circular model, the framework positions inclusion as a core design principle rather than a secondary outcome, providing a comprehensive and contextually adaptable app-roach to AI-enhanced higher education. To enable empirical validation, the study operationalizes the framework through evaluation indicators across functional, experiential, equity, and integrated cross-dimensional outcomes. The proposed framework offers both theoretical and practical guidance for institutional lead-ers, educators, and policymakers seeking to leverage AI for equitable learning environments.
