The integration of Building Integrated Photovoltaics (BIPV) within the Italian building heritage lies at the intersection of two critical societal priorities: the conservation of cultural and architectural values and the decarbonization of the building sector in line with national and European climate targets. The high density of protected buildings, historic urban centers, and landscape-sensitive areas creates a pressing need for renewable energy deployment and a complex legal, technical, and cultural framework governing such interventions. Reconciling strict conservation principles—minimal intervention, material authenticity, and reversibility—with the structural and electrical requirements of photovoltaic systems remains a key challenge. This work provides a critical, evidence-based overview of the Italian regulatory framework for PV installations on heritage assets, focusing on the Cultural Heritage and Landscape Code (D.Lgs. 42/2004) and subsequent reforms, including D.Lgs. 178/2025. The analysis also considers ministerial legal advices, regional guidelines, and relevant European standards supporting energy assessment, technical feasibility, and conservation-compatible design. The study evaluates the technical, administrative, and socio-cultural constraints affecting BIPV diffusion in historic contexts. Technical barriers include limited structural capacity, irregular roof geometries, and incompatibility with historic façades. Regulatory challenges stem from multi-level governance requiring coordination among superintendencies, municipalities, and regional authorities. Socio-cultural factors, such as perceived aesthetic impact and community attachment to heritage, play a critical role in shaping feasible BIPV interventions. Finally, this analysis allowed to identify policy gaps and research priorities, including standardized assessment protocols, demonstration projects, and professional capacity building, outlining pathways for scalable and reversible BIPV integration that supports the Italian energy transition while safeguarding heritage integrity.
