The last eighty years of Palermo's urban history reveal an almost total exclusion of architecture from the range of tools available for achieving a comprehensive redevelopment of its historic center, resulting in (uniquely in Europe) much of the most degraded historic fabric left in a state of dramatic waiting. This essay presents the results of a multi-year research project on the topic of urban design in stratified historical contexts, with particular reference to the Albergheria neighborhood in Palermo. This experience, developed through an experimental approach based on architectural design as a cognitive and operational tool, has allowed for a deeper exploration of some central disciplinary questions regarding the nature, role, and methods of contemporary urban design. Thus, a process of identifying the principles and qualities inherent in places was undertaken, reinterpreting their complex and diverse nature in a contemporary key as a possible outcome of the historical palimpsest and redefining permanences, new identities, and relationships in relation to the needs of the present. The design investigation proposed a reflection on the project as a mediation between historical memory and contemporaneity, as a situated action but equipped with a systemic vision, and as a device capable of increasing the porosity and relational quality of the historic city.
Gli ultimi ottant’anni di storia urbana palermitana rivelano una pressoché totale estromissione dell’Architettura dal novero degli strumenti utilizzabili per il raggiungimento di una riqualificazione complessiva del suo centro antico, con il risultato di aver lasciato (caso unico in Europa) gran parte del tessuto storico più degradato in una condizione di drammatica attesa. Il saggio presenta gli esiti di una ricerca pluriennale condotta sul tema del progetto urbano nei contesti storici stratificati, con particolare riferimento al quartiere dell’Albergheria a Palermo. Tale esperienza, sviluppata attraverso un approccio sperimentale fondato sul progetto di architettura come strumento conoscitivo e operativo, ha consentito di approfondire alcune questioni disciplinari centrali relative alla natura, al ruolo e ai metodi del progetto urbano contemporaneo. È stato così affrontato un percorso di individuazione dei principi e delle qualità insite nei luoghi reinterpretandone, in chiave contemporanea, la complessa e diversificata natura, quale risultato possibile del palinsesto storico e ridefinendo permanenze, nuove identità e relazioni in rapporto alle esigenze del presente. L’indagine progettuale ha proposto una riflessione sul progetto come mediazione tra memoria storica e contemporaneità, come azione situata ma dotata di visione sistemica, e come dispositivo capace di incrementare la porosità e la qualità relazionale della città storica.
