The accelerating digital transition process in the public sector, heightened by the pressing emergence of emergent phenomena on a global scale and the commercialisation of advanced energy-intensive technologies, calls for rethinking and updating methods and approaches to service design to include and ensure an inclusive and systemic approach. The proposed research aims to map and analyse application cases at the international level and build a set of operational tools based on two main models: the PESTEL analysis and intersectional analysis. These tools, tested on real case studies, will complement and inform the digital public services’ design process, extending its scope and impact beyond the human-centric approach.
