Paesaggio urbano e infrastruttura verde : percezione e partecipazione nel caso del fiume Oreto di Palermo

This paper attempts to consider various ambiguities in the application of the principles of the European Landscape Convention (ECL) in Italy and is divided into two main sections. In the first, a theoretical framework is reported, in which the idea of community is questioned and some theoretical and practical challenges related to involvement and participation in landscape planning processes and its new structures, such as green and blue infrastructure (IVB), are analyzed. In the second part of the paper, the relationship between the city of Palermo and the Oreto River is taken as an extreme example in the theoretical argument and is examined as a potential case of urban green infrastructure. The aim of the paper is to provide a divergent point of view on the concept of community and identity, which is the foundation of the CEP definition of landscape, through a possible structure, that of IVBs, not only related to particular circumstances, in order to fully apply CEP even in controversial and suburban situations where landscape struggles to be accepted by local communities as a common good.

Il presente contributo cerca di valutare le varie ambiguità nell'applicazione dei principi della Convenzione europea del paesaggio (CEP) in Italia ed è diviso in due sezioni principali. Nella prima, viene riportato un quadro teorico, in cui si mette in discussione l'idea di comunità e vengono analizzate alcune sfide teoriche e pratiche legate al coinvolgimento e alla partecipazione nei processi di pianificazione del paesaggio e nelle sue nuove strutture, come le infrastrutture verdi e blu (IVB). Nella seconda parte del documento, il rapporto tra la città di Palermo e il fiume Oreto viene preso come esempio estremo nell'argomentazione teorica e viene esaminato come potenziale caso di infrastruttura verde urbana. L'obiettivo del lavoro è fornire un punto di vista divergente sul concetto di comunità e identità, che costituisce il fondamento della definizione di paesaggio della CEP, attraverso una struttura possibile, quella delle IVB, non solo legata a circostanze particolari, al fine di applicare pienamente la CEP anche in situazioni controverse e periferiche in cui il paesaggio fatica a essere accettato dalle comunità locali come bene comune.
