The purpose of this paper is to provide a legal framework for auxiliary activities and to examine their implications, both with a view to completing the National Recovery and Resilience Plan (NRRP) and to achieving a long-term improvement in the performance of public administrations. From this perspective, the paper first identifies the scope of the auxiliary activities that may be provided to public administrations by external entities in order to facilitate the implementation of projects under the National Recovery and Resilience Plan (para. 2). Since the auxiliary function is not a new one, it is appropriate to clarify its scope and to illustrate how it has evolved over time and how it has been addressed in administrative law scholarship (para. 3). The paper then examines the regulation of auxiliary activities within the framework of the National Plan (para. 4), focuses on the auxiliary activities envisaged for the implementation of infrastructure investments included in the NRRP (para. 5), and finally considers the safeguards and the need to accelerate infrastructure projects (para. 6).

Abstract
6).| File | Dimensione | Formato | |
