The chapter focuses on the relationship between trust, law, and institutions. Here, law is understood as a mechanism for stabilizing social expectations, the effectiveness of which depends on relational and cultural conditions that cannot be reduced to the mere existence of legal norms. Drawing on Luhmann’s theory of trust and Pierpaolo Donati’s relational sociology, the contribution demonstrates how a loss of trust produces concrete effects on the functioning of public organizations, leading to defensive practices, over-regulation, and decision-making paralysis.
