In a 2012 article, written just three years after the entry into force of the Lisbon Treaty, Gabriele Carletti recalled the idea of a Europe of peace as a recurring theme in the 19th century and especially in the aftermath of the Second World War. From the post-war period, the integration process would not only be a project, but a goal of major international politics, evidenced by the establishment of the first communities. However, over the decades, these communities would highlight the complexity of a process marked by successes, but also by interruptions, "limits, and contradictions." The essay included in the collective volume in honor of Gabriele Carletti focuses on the early post-war years, the period in which the Christian Democrats, with their first governments, were called upon to lead the movement for European unity. The contribution, in particular, develops the theme using as an investigative perspective the Christian Democrat Edoardo Clerici, an apostle of that "federation of European states governed by a system of freedom" enshrined in the first point of the Milan Plan released in the summer of 1943 and also drafted with his contribution.
