This paper addresses the organization of healthcare services for health protection: topics covered include digital healthcare, electronic health records, telemedicine and community-based medicine, and transnational healthcare security, with particular attention to the connection between essential levels of care and the concrete effectiveness of the right to healthcare. The approach aims to assess whether and how the use of Artificial Intelligence systems and models can reduce significant territorial disparities, as well as economic, demographic, and social disparities.
