Two boys discover a treasure in Pantelleria in 1479, while preparing the ground to build a construction. Their story will take an unexpected turn after the find reaches the hands of the governor of the island. Starting from the analysis of the Pantelleria affair, the licenses and the discoveries of treasures in Sicily in the 15th century are explored, through a series of documents found in the State Archives of Palermo. After a brief digression on the previous leg-islation, which shows, to use the words of A. Baviera Albanese, how there were already fre-quent discoveries "surrounded by an aura of mystery" in the Norman era, the relationships be-tween the royal administration and the private sector are investigated in two specific cases: issuing of licenses for the prospecting of treasures and recovery of those monetary masses dis-covered by private individuals without any authorization.
