This contribution frames the design of digital public services as an inherently political and ethical practice. Building on the critical legacy of thinkers such as Victor Papanek, Enzo Mari, Ezio Manzini, and Don Norman, it argues that the digitalization of public services risks reproducing or amplifying systemic inequalities if guided by efficiency-driven models derived from the private sector. Through a critical reading of Mauro Filippi’s research, the text highlights how tools such as user experience design and service optimization may obscure issues of access, discrimination, and digital divide. The proposed “antiframework” challenges dominant design methodologies by promoting adaptive, critical, and justice-oriented approaches, integrating intersectional analysis and systemic thinking. The study ultimately positions public service design as a key arena for advancing social justice, emphasizing the responsibility of designers in shaping inclusive, equitable, and democratic digital infrastructures.
