This paper analyzes the inextricable link between protected natural areas and volcanic zones in the Italian legal system, with particular attention to the Sicilian Region. It examines the regulatory framework of Law 394/1991 and Sicilian regional laws (Regional Law 98/1981), highlighting the principle "Where a volcano, there nature is subject to protection." The study also examines the coordination between environmental protection, the monitoring activities of the INGV, and the prevention needs of the Civil Protection Department in managing the unique volcanic risk regime.

Il contributo analizza il legame inscindibile tra aree naturali protette e zone vulcaniche nel sistema giuridico italiano, con particolare attenzione alla Regione Siciliana. Viene approfondito il quadro normativo della Legge 394/1991 e delle leggi regionali siciliane (L.R. 98/1981), evidenziando il principio 'Ubi vulcano, ibi natura tutelae subiecta'. Lo studio esamina inoltre il coordinamento tra la tutela ambientale, l'attività di monitoraggio dell'INGV e le esigenze di prevenzione della Protezione Civile nella gestione del peculiare regime di rischio vulcanico.
