The chapter adopts a two-track approach: what the NRRP plans to do on territorial divides and what actually happens in implementation, exposing structural weaknesses. Despite coupling cohesion with development, the Plan lacks explicit territorial targeting at measure level (missing allocation indicators). The cross-cutting priorities (gender, youth, South) require every intervention to show measurable effects on disparities. The 40% clause for the eight Southern Regions is “non-negotiable” but strained by limited project capacity and competitive tenders. Revisions and the Single SEZ aim to align cohesion funds and investments, reducing overlaps and delays. Spending data reveal uneven progress across sectors and regions, with lagging public administration and green transition. Monitoring inconsistencies and fragmentation into myriad micro-projects persist. Bottom line: stronger governance and capacity-building are needed to turn the 40% rule into tangible territorial outcomes

Abstract
Bottom line: stronger governance and capacity-building are needed to turn the 40% rule into tangible territorial outcomes| File | Dimensione | Formato | |
