In the contemporary debate, the perspective of differentiated regionalism based on art. 116 paragraph 3 of the Constitution. confronts demanding political challenges co-institutional that imply a profound reshaping of the legal model that has established itself during the long implementation phase of the Constitutional Law No. 3 of 2001, since it is necessary to frame, implement and harmonize in relation to the current scenario – imprinted in the constitutional design – of the dual system of autonomy, based on the model of the regions with Ordinary Statute and Special Statute Regions. The paper aims to investigate the framework and critical elements of differentiated autonomy in the application model of the "Calderoli" bill in relation to the consolidated framework of the autonomy of the regions with special statutes.

Abstract
