Despite the fact that we have witnessed a regulatory evolution that has alternated between different legal regimes and diversified strategic objectives, the subject of public employment is characterised by being the main factor slowing down, if not actually inhibiting, any form of renewal of the administrative apparatus. Even today, the focus of any reform lies in the ability to improve the functionality of public structures, which must be manned by adequate, competent and responsible personnel. These objectives are pursued by trying to design a regulatory framework that leads public work towards efficiency
