The paper proposes an analysis of the regularisation procedure introduced by the Decreto-Legge 34/2020, so called “Relaunch Decree”, addressing some of its many contradictions. Secondly, the paper shows how the “special protection”, after the reform with Decreto-Legge 130/2020, could have overcome the limits of this instruments, representing a permanent channel of regularisation, and how the Decreto Legge 20/2023, also called “Cutro Decree”, has stopped these positive outcomes.
