Il Terzo settore in Sicilia fra disallineamenti e dualismo

The issue of TS in Sicily appears under the lens of different interpretative approaches and welfare trajectories. An approach that emphasizes administrative-managerial-accounting aspects considers it a turning point that the Region, in positioning itself as an effective laboratory of subsidiarity and in the constitutional perspective of Art. 118 Constitutiones defines the levels of appropriateness of third-sector entities through registration in the single national registry. The second, following a trajectory more aware of territorial diversities (Ferrera 1998, Cassano 2005, Busso and Gargiulo 2016, Gori 2019, Ianes 2020), focuses on the conditions that differentiate the function of ETSs, and fears the risk of an "institutional isoformism," precisely in reference to ETSs registered in the business registry, which would not adequately represent the internal dualism of the different areas in which the entities operate and the importance of their role. The proposed essay is within this second approach and aims to highlight, along with some of the conditions that hinder the full development of ETSs in Sicily, the elements that have favored subsidiarity processes in a differentiated participatory welfare perspective.

Il tema del TS in Sicilia appare sotto la lente di approcci interpretativi e traiettorie di welfare differenti. Un approccio che pone in rilievo gli aspetti amministrativo-gestionali-contabili, considera un punto di svolta che la Regione, nel porsi come effettivo laboratorio di sussidiarietà e nella prospettiva costituzionale dell’art.118 Cost., definisca i livelli di congruità degli enti di terzo settore attraverso l’iscrizione al Registro unico nazionale. Il secondo, seguendo una traiettoria più consapevole delle diversità territoriali (Ferrera 1998, Cassano 2005, Busso e Gargiulo 2016, Gori 2019, Ianes 2020), si focalizzata sulle condizioni che differenziano la funzione degli ETS, e paventa il rischio di un "isoformismo istituzionale", proprio in riferimento agli ETS iscritti al registro delle imprese, che non rappresenterebbe adeguatamente il dualismo interno alle differenti aree in cui gli Enti operano e l’importanza del loro ruolo. Il saggio proposto si colloca all’interno di questo secondo approccio e intende sottolineare, insieme ad alcune condizioni che ostacolano il pieno sviluppo degli ETS in Sicilia, gli elementi che hanno favorito processi di sussidiarietà in un’ottica di welfare partecipato differenziato.
