In the last few years, one of the main factors of change in Health Organizations has been the advent of Information and Communication. In the health sector, these changes have been specifically brought about by the introduction of the Electronic Medical Record (EMR) system, as the main electronic archiving tool for citizens’ health and social health data. This paper’s research question is: what are the enabling conditions that permit the implementation of EMR systems? To achieve this objective, this work—after an initial survey on relevant literature—focuses on a case study represented by one Territorial Health Organization (THO), selected for its characteristics and modalities on the subject of E-Health.
