The A. gives an overview of the Euro-National normative framework under which the National Plan of Recovery and Resilience of the Italian State (NPRR) hase been developed and it is implemented. The core of the analysis is the impact of EU norms regulating Next generation EU and the Recovery and Resilience Facility on the Italian Constitutional "order" of sources of Law. It is dedicated particular attention to the "legislative measures" defined in the NPRR, the system of evaluation of compliance to the Plan concerning those measures and the normative "practice" of its implementation. The main target of the research is to evaluate if both the pandemic emergency and the legal responses, among which there is the NPRR, have caused irreversible modification on the “system” of sources of law.
