The article examines the role of the regions in times of crisis, firstly financialand now health, both with reference to the management of the pandemicemergency, and with regard to the management of the NRRP funds, in relationto the difficult attempt to overcome the territorial divide, and in particular theNorth-South divide, to guarantee greater protection of the rights of autonomyand therefore of the individual.
