Talking about soil consumption means talking about a current issue that has its basis in a long history and that is complex and articulated. The complexity and uncertainty of the concept of soil consumption is also in its history that is connected to that of land use. Therefore, defining clearly the term soil consumption is difficult despite the rich literature on the subject available today. It could be said that soil consumption must be understood as an anthropic process that operates a transformation, through the realization, mainly in agricultural areas, of different kinds of infrastructures that often destroy the environmental characteristics of the territory. The problem of soil consumption is not limited to urban areas, but we can also find it in protected areas, in those constrained for landscape protection, in those with hydraulic, landslide or seismic hazard. There is no doubt that in order to stop the wicked soil consumption that has caused so much damage it is necessary not only a widespread awareness but also a law that regulates the issue. A national law that states clear principles and rules for zero soil consumption, for a gradual reduction of the building capacity of land, an incentive for the regeneration. In recent years, many draft laws have been issued with reference to different areas of national and regional scale that also focus on the issue of environmental emergency. A new national law is now necessary to clarify the role of planning on this issue.

Parlare di consumo di suolo significa affrontare di una questione attuale che pone le sue basi in una lunga storia complessa e articolata. La complessità e l'incertezza del concetto di consumo di suolo è da ricercare anche nella sua storia che è legata a quella dell'uso del suolo. Pertanto, definire chiaramente il termine consumo di suolo è difficile nonostante una ricca letteratura sull'argomento sia oggi disponibile. Si potrebbe dire che il consumo di suolo deve essere inteso come un processo antropico che opera una trasformazione, attraverso la realizzazione, soprattutto nelle aree agricole, di infrastrutture di vario tipo che spesso distruggono le caratteristiche ambientali del territorio. Il problema del consumo di suolo non si limita alle aree urbane, ma lo troviamo anche nelle aree protette, in quelle vincolate per la tutela del paesaggio, in quelle a rischio idraulico, di frana o sismico. Non c'è dubbio che per fermare lo scellerato consumo di suolo che ha causato tanti danni è necessaria non solo una consapevolezza diffusa ma anche una legge che regoli la questione. Una legge nazionale che affermi principi e regole chiare per un consumo di suolo zero, per una graduale riduzione della capacità edificatoria del territorio, un incentivo alla rigenerazione. Negli ultimi anni sono stati emanati molti progetti di legge con riferimento a diversi ambiti di scala nazionale e regionale che si concentrano anche sul tema dell'emergenza ambientale. Una nuova legge nazionale è ora necessaria per chiarire il ruolo della pianificazione su questo tema.
