The recent framework of Italian territorial re-organization produces new opportunities and challenges for regional systems. The LEADER Approach of UE Development Plan offers an interesting case study: the GAC (Coast Action Group), asso- ciation of public and private stakeholders created to improve foreshores and their neighbouring territories. This work takes into account a Sicilian GAC which is enhancing a stretch of Southern coastline of about 100 km through infrastructure development, shing tourism and destination marketing. By using a geographic and an ethnographical approach with deep interview methodology, this study analyses the GAC structure considering some dynamics of interaction between po- licy makers and «base» partners, as well as their perception of the common project. We have paid special attention to the stakeholders concurrences and differences about the GAC’s organisation and activity.

Il presente contributo s’inserisce nel dibattito sulla riorganizzazione territoriale dell’Italia a partire da progettualità e voca- zioni di sviluppo condivise dai territori. In particolare, viene analizzato il sistema di governance e attività che, in seno alle politiche comunitarie, specie a quelle condotte con approccio LEADER, è stato proposto dal GAC «Il Sole e l’Azzurro: tra Selinunte, Sciacca e Vigata». I GAC (Gruppi di Azione Costiera) sono partenariati pubblico-privati che, con un approccio bottom-up, sono preposti a valorizzare il comparto ittico e, più in generale, gli assets costieri dei territori. Attraverso un approccio geogra co ed etnogra co, declinato mediante la conduzione di interviste in profondità, vengono analizzate le dinamiche, le interazioni e le reciproche percezioni fra il vertice e la base del partenariato, mettendo in risalto le differenze e le convergenze che gli attori territoriali manifestano circa gli aspetti organizzativi e operativi del soggetto di governance.
