The climate and water crisis represents one of the main challenges facing contemporary European cities. In this context, urban rivers can play a strategic role as socio-ecological infrastructure capable of guiding processes of climate adaptation and urban regeneration.The research analyses the extent to which urban planning is currently able to integrate urban rivers as complex socio-ecological systems, moving beyond sectoral and predominantly technical-engineering approaches. The thesis focuses on the metropolitan catchment of the River Besòs, in the Barcelona metropolitan area, adopting a qualitative and interpretative approach. Through an analytical framework applied to the current urban and sectoral planning tools of the riverside municipalities, the research assesses the degree of integration of three guiding concepts: water quality, flood risk, ecological connectionsand biodiversity.The aim is to highlight the limitations, inconsistencies and transformative potential of urban and spatial policies that affect river systems, thereby contributing to the debate on the relationship between urban planning, climate adaptation and water governance.
La crisi climatica e idrica rappresenta una delle principali sfide per le metropoli europee contemporanee. In questo contesto, i fiumi urbani possono assumere un ruolo strategico come infrastrutture socio-ecologiche capaci di orientare processi di adattamento climatico e rigenerazione territoriale.La ricerca analizza in che misura la pianificazione urbana sia oggi in grado di integrare i fiumi urbani come sistemi socio-ecologici complessi, superando approcci settoriali e prevalentemente tecnico-ingegneristici. La tesi si concentra sul bacino metropolitano del fiume Besòs, nell’area metropolitana di Barcellona, adottando un approccio qualitativo e interpretativo. Attraverso una griglia di analisi applicata agli strumenti urbanistici e settoriali vigenti dei comuni rivieraschi, la ricerca valuta il grado di integrazione di tre concetti guida: qualità dell’acqua, rischio di inondazione, connessioni ecologiche e biodiversità. L’obiettivo è evidenziare limiti, incoerenze e potenzialità trasformative delle politiche urbane e territoriali che incidono sui sistemi fluviali, contribuendo al dibattito sul rapporto tra pianificazione urbana, adattamento climatico e governance dell’acqua.
