The article analyses the protection of vulnerable individuals within the reception system for migrants, in the context of the Italy–Albania Protocol on enhanced cooperation in migration management. After outlining the evolution of relevant legislation and case law at the international, European, and national levels, the contribution focuses on the critical issues that emerged in the application of legal safeguards during the operations carried out by the Italian authorities between 2024 and 2025—issues that risk becoming entrenched with the forthcoming entry into force of the Pact on Migration and Asylum
