The book analyzes how variations in the traditional pillars of Italian foreign policy (the US, the EU, and multilateralism) can be related to changes in the US-led international hegemonic order and to the role that Italy plays within that order. To explore these variations, the book proposes an analysis of the Italian voting and sponsoring behavior at the UN in the period 2000-2017, in both the General Assembly and the Security Council, and emphasizes the importance of the latter forum to detect how Italian behavior reflects changes at the international system level. By focusing on the Italian coalitional behavior, the book explores how Italy as a status-seeking middle power has traditionally played the role of coalition facilitator, adapting its foreign policy to be part of a coalition of European states and building on this coalition to increase its contribution to the maintenance of the international system in support of the US-led order. Ultimately this behavior also contributed to its status. However, at a moment when traditional coalitions are reshuffling, and factors of uncertainty are present, elements of volatility are present in Italian foreign policy, especially in the choice of intra-European coalitional partners. Italy still builds on a coalition of European states and still does so in support of the US and its authority in the international hegemonic order. But changes in the bargaining environment are making the facilitation of a coalition of European states more difficult and less rewarding. The book also highlights ongoing challenges at both the domestic and international level that might lead to more marked discontinuities in the traditional Italian foreign policy behavior.

Il libro analizza l'influenza dei cambiamenti nell'ordine internazionale egemonico a guida americana sulle variazioni nei pilastri tradizionali della politica estera italiana (USA, UE e multilateralismo) ed il ruolo che l'Italia gioca all'interno di quell'ordine. Per esplorare queste variazioni, il libro propone un'analisi del comportamento di voto e di sponsorizzazione dell'Italia alle Nazioni Unite nel periodo 2000-2017, guardando sia all'Assemblea Generale sia al Consiglio di Sicurezza, ed enfatizza l'importanza di quest'ultima sede per individuare i riflessi dei cambiamenti nel sistema internazionale sul comportamento italiano. Concentrandosi sul comportamento coalizionale, il libro esplora come l'Italia in quanto media potenza in cerca di status abbia tradizionalmente giocato il ruolo di facilitatore nella formazione di coalizioni, adattando la sua politica estera per far parte di una coalizione di stati europei e facendo leva su questa coalizione per incrementare il suo contributo al mantenimento del sistema a sostegno dell'ordine a guida americana. Questo comportamento ha anche contribuito al suo status. Tuttavia, in un momento di ridefinizione delle coalizioni tradizionali ed in cui sono presenti fattori di incertezza, la politica estera italiana manifesta elementi di volatilità, specialmente nella scelta dei partner coalizionali europei. L'Italia fa ancora leva su una coalizione di stati europei e lo fa ancora a sostegno degli Stati Uniti e della loro autorità nell'ordine egemonico americano, ma cambiamenti nell'ambiente negoziale stanno rendendo la facilitazione di una coalizione di stati europei più difficile e meno premiante. Il libro mette anche in evidenza l'esistenza di sfide presenti sia a livello interno sia a livello internazionale che potrebbero portare a discontinuità più marcate nel tradizionale comportamento di politica estera dell’Italia.
