The Up-Cycle Beyond the Crime: The Productive Re-Activation of Confiscated Criminal Assets

The research "The Up-Cycle Beyond the Crime: the Productive Re-Activation of confiscated Criminal Assets" deals with the theme of the reinsertion of the assets confiscated from criminal organizations in new productive life cycles. The thesis is developed through three main parts. The first part develops the scientific and theoretical framework, proposing a critical register of theories and evolution of the concept of recycle applied to city and territory with particular attention to the up-cycle, drawing both the literature of social, geographic and economic sciences and the practices related to the reactivation of the territorial metabolisms. The second part focuses on the study and interpretation of national and international practices aimed at the formulation of a hypothesis of a productive recycling "model", in which particular attention was paid to the role of confiscated criminal assets in the social and economic dynamics of the city within they act. The third part deals with the issue of governance of the recycling of confiscated criminal assets, proposing a hypothesis of guidelines with the intention of providing organizational and procedural guidelines. The thesis offers, therefore, an important contribution to the debate around critical issues and resources offered today by the reactivation of production cycles for assets seized in the context of the new urban metabolism, addressed in recent years by the scientific community of planners.

La ricerca “The Up-Cycle Beyond the Crime: the Productive Re-Activation of Confiscated Criminal Assets” affronta il tema del reinserimento dei beni confiscati alla organizzazioni criminali in nuovi cicli di vita produttivi. La tesi è sviluppata attraverso tre parti principali. La prima parte è dedicata all’inquadramento scientifico del tema e all’apparato teorico, proponendo un regesto critico delle teorie e dell’evoluzione del concetto di riciclo della città e del territorio, con particolare attenzione alla modalità dell’up-cycle, attingendo sia alla letteratura delle scienze sociali, geografiche ed economiche sia alle pratiche relative alla riattivazione dei metabolismi territoriali. La seconda parte si concentra sullo studio e interpretazione di pratiche nazionali e internazionali finalizzati alla formulazione di un’ipotesi di un “modello di riciclo produttivo”, in cui è stata posta particolare attenzione al ruolo dei beni confiscati nelle dinamiche sociali ed economiche delle città entro cui agiscono. Nella terza parte si affronta il tema della governance del riciclo dei beni confiscati, proponendo un’ipotesi di linee guida con l’intento di fornire indirizzi organizzativi e procedurali. La tesi offre, quindi, un contributo al dibattito attorno alle criticità e risorse offerte oggi dalla riattivazione di cicli produttivi per i beni confiscati nell’ambito dei nuovi metabolismi urbani, attorno alle quali si è interrogata negli ultimi anni la comunità scientifica dei pianificatori.
