he Covenant of Mayors is a European framework for active involvement of cities towards energy and environmental sustainability. As a consequence of this initiative, launched in 2008 in the second edition of the EU Sustainable energy week, more than 1600 cities including 20 European capitals and many cities of non-EU countries have joined the project, with a mobilization of more than 140.000.000 citizens. The Covenant at present is among the main tools for the development on the national territories of the principles of urban sustainability, bringing as an added value the fact of being an engine for the economic development of many local communities. The project has set out a bottom up participation, giving local governments the opportunity to be en- gaged in a concrete way in the fight against climate change through the planning of specific actions, as required by the EU strategy 20-20-20
